New COVID-19 Restrictions on Masks/Face Coverings in the Workplace; Exceptions To Border Closure Restrictions Related to Students

On April 23, 2021, the Ontario government filed a number of regulations with respect to the Rules for Areas in Stage 1, Stage 2 and Stage 3.

The General Rules for each Zone have been amended to require that persons responsible for a business or organization shall ensure that every person who works for those entities and who removes their mask or face covering to consume food or drink must be separated from others by:

  • a distance of at least two metres, or
  • plexiglass or some other impermeable barrier.

These changes came into effect on April 23, 2021.

The government also filed a regulation amending the Persons Entering Ontario From Manitoba or Quebec Order made under the Emergency Management and Civil Protection Act. The Order restricts travel into Ontario from those provinces, subject to a broad range of exceptions.

The amendment, in effect on April 23, 2021, creates an additional exception to the travel restrictions. Persons who attend a school or a “post-secondary institution” (as defined) in Ontario may now enter Ontario from Quebec or Manitoba. Persons who transport a student, or pick up a student, from a school or post-secondary institution in Ontario may also enter Ontario. 

The Persons Entering Ontario From Manitoba or Quebec Order has been extended to May 5, 2021.
