Ontario Launches Tower Crane Health and Safety Consultation

The Ministry of Labour, Training and Skills Development (Ministry) has launched a Consultation on Improving Health and Safety Requirements relating to Tower Cranes, which aims to update current legislative requirements for the operation of tower cranes.
The consultation is focused on the requirements set out in the Construction Project Regulation, O. Reg. 213/91, and O. Reg. 420/21: Notices and Reports under Sections 51 to 53/1 of the Act – Fatalities, Critical Injuries, Occupational Illnesses and Other Incidents made under the Occupational Health and Safety Act.
The announcement includes a consultation paper issued by the Ministry which outlines 20 recommendations that focus on six areas of interest:
- new notification requirements for the operation of tower cranes
- design, installation, maintenance and inspection requirements
- implementing and referring to Professional Engineers of Ontario practice standards for reviewing tower cranes, and outlining a professional engineers’ role in tower crane design, erection and inspection
- references to new and existing national and international tower crane design and operation standards
- new training requirements for tower crane operators
- new requirements for self-erecting tower cranes in light of technological advances.
The Ministry is seeking feedback and comments from interested stakeholders by September 13, 2021.
