The Ontario government has released the remaining details of its new licensing framework for temporary help agencies and recruiters under the Employment Standards Act, 2000 (ESA). The new framework will take effect in two stages with the initial application stage beginning July 1, 2023, and the full compliance stage commencing January 1, 2024.


This webinar will address the following topics:

  • How “recruiter” is defined for licensing purposes

    • Security requirements and how to obtain the necessary security
  • Timing and staged rollout of the licensing requirements
